Sacramento, CA – Republican Steve Hilton has advanced to the November 2026 general election for California governor, clinching the second spot in the state’s top-two primary system after weeks of ballot counting. Democrat Xavier Becerra leads the field and will face him in the fall matchup.

With over 80% of expected votes tallied, Becerra holds approximately 27% while Hilton stands at roughly 25%, maintaining a lead over billionaire activist Tom Steyer in third place. The results confirm Hilton’s position despite late mail ballot surges that narrowed margins across the crowded primary.

Hilton, a former Fox News host, advisor to UK Prime Minister David Cameron, and vocal Trump supporter, ran on a platform of slashing taxes, reducing regulations, increasing oil production, freezing in-state tuition, and addressing California’s high cost of living. He received President Trump’s endorsement in April, which helped consolidate Republican support and prevented a potential Democrat-only runoff.

The June 2 primary featured more than 60 candidates. Early returns showed Hilton leading, but prolonged counting of mail ballots shifted dynamics, elevating Becerra to first place. Becerra, former U.S. Health and Human Services Secretary, California Attorney General, and longtime congressman, campaigned on experience, protecting the state from federal policies, and his record of public service.

California’s top-two primary system advances the top two vote-getters regardless of party, setting up a likely competitive November contest in the heavily Democratic state. Hilton’s advancement marks a notable Republican breakthrough, reflecting voter frustration with high gas prices, housing costs, homelessness, and energy rates after years of one-party Democratic control.

Hilton has criticized the slow counting process and called for reforms to improve transparency and efficiency. He vowed to continue fighting for change, stating the state needs a dramatic reset. Becerra positioned himself as a steady leader capable of defending California’s interests.

The November matchup will test whether Hilton can capitalize on dissatisfaction with the status quo or if Becerra’s establishment credentials will prevail in the Democratic stronghold. Final certification of primary results is expected in the coming weeks.
