State Department Approves $2.1 Billion Sale of 500 Patriot Interceptors to Ukraine, Paid by Allies
The State Department approved a possible sale of 500 PAC-3 MSE Patriot interceptors to Ukraine for an estimated $2.1 billion, with the entire purchase funded by Canada, Germany, Norway, and EU-backed Ukrainian funds and no U.S. taxpayer money involved.

The U.S. Department of State determined that a possible Foreign Military Sale to Ukraine of 500 Patriot Advanced Capability-3 Missile Segment Enhancement interceptors and related equipment is approved, at an estimated cost of $2.1 billion. The Bureau of Political-Military Affairs notified Congress. “No U.S. funds are involved in this sale,” the department stated. Ukraine will pay with donations from Canada, Germany, and Norway via the JUMPSTART program and national funds financed by the European Union’s Ukraine Support Loan. Lockheed Martin is the principal contractor.
The package includes classified and unclassified spare parts and logistical support. The State Department said the sale will support U.S. foreign-policy and national-security objectives by improving the security of a partner that is a force for political and economic stability in Europe, and that it will cause no adverse impact on U.S. defense readiness. The interceptors are the advanced variant used against ballistic missiles.
Ukrainian President Volodymyr Zelenskyy welcomed the decision but noted that deliveries could take years; Ukraine has sought interceptors from existing stocks for near-term defense of energy infrastructure. The approval comes amid ongoing U.S. naval and sanctions pressure related to the Iran conflict and prior administration statements on the pace of Ukraine-related transfers. Weapons sales of this type typically require years to fulfill, with some estimates placing initial deliveries into the 2030s unless existing stocks are advanced and backfilled.
