Ron Johnson (R-Wis.) released two previously undisclosed FBI FD-1023 forms Wednesday, documenting reports from confidential human sources alleging Biden family involvement in a Ukrainian corruption scheme with Burisma Holdings, the natural gas company where Hunter Biden served on the board from 2014 to 2019. The documents, from separate sources in different years, align with a 2023 FD-1023 Grassley declassified, which claimed Burisma executives paid $5 million each to Joe Biden and Hunter Biden to influence a Ukrainian prosecutor's investigation into the firm. FBI Director Kash Patel confirmed during a September 17 hearing no records exist of the bureau corroborating these claims or pursuing referenced evidence like text messages, audio files, and financial records.

The first new FD-1023, dated December 2020, details a source's account of Burisma founder Mykola Zlochevsky offering bribes to then-Vice President Biden to protect the company from scrutiny, corroborated by purported recordings and bank statements the source claimed to possess. The second, from 2017, describes a business associate of Hunter Biden relaying Zlochevsky's frustration over $10 million in "protection" fees, including meetings where Joe Biden's name surfaced as the ultimate beneficiary. Grassley, in a letter to Patel, demanded records of any investigative steps: "To date, the FBI has never answered Congress whether they investigated the text messages, audio files and financial records referenced in that 1023." Patel responded: "Not to my knowledge, Mr. Chairman."

Grassley reiterated: "Let’s put this matter to rest, one way or the other," urging Patel to declassify all related FD-1023s and investigative files. The releases follow Patel's September 2025 confirmation of three Ukraine-specific sources, echoing a 2023 Grassley letter to then-Attorney General Merrick Garland citing 40+ informants whose leads were "thwarted." No charges have resulted against the Bidens, though Hunter faces ongoing tax evasion trial in California set for November 2025.
