Musk Says Ukraine Violated Starlink Terms by Using Service for Offensive Drone Strikes; Kyiv Disputes

SpaceX CEO Elon Musk said Ukraine used the civilian Starlink system for lethal drone strikes in violation of terms and that the company closed the loophole; Ukrainian officials said technical restrictions made such use impossible.

SpaceX CEO Elon Musk stated on X that Ukraine’s military violated Starlink’s terms of service by using the civilian commercial system for offensive drone strikes “to kill people” and that “that loophole was closed last week.”

Musk distinguished the commercial Starlink service from Starshield, the military-grade version he said is controlled by the U.S. government. He wrote that using Starlink for offensive strikes “has never been allowed, nor should it be,” and that SpaceX has done more to defend Ukraine than any private company. Service disruptions that included speed restrictions had affected Ukrainian operations for days; Ukrainian officials later reported that connectivity had been restored to needed speeds.

Ukrainian presidential adviser Serhii Beskrestnov and others disputed the claim. They said commercial Starlink terminals in Ukraine have long-standing speed caps (reported in the 70–90 km/h range) and do not function over Russian territory, making use for deep or medium-range strikes physically impossible. They stated that drone missions requiring satellite communications used Starshield.

The exchange follows temporary throttling that Ukrainian sources said occurred without advance warning and affected platforms moving above certain speeds. Musk maintained that decisions on Starshield rest with the U.S. government. The episode highlights the reliance of Ukrainian forces on the satellite system and the terms under which commercial and military versions operate.
