WASHINGTON — Iran has delivered its latest counterproposal to the United States via Pakistani intermediaries, but U.S. officials say the offer closely mirrors Tehran’s previous positions and fails to address core American demands on its nuclear program.

According to reports on the May 18 proposal, Iran continues to insist on an immediate and comprehensive end to hostilities on all fronts — including the Israel-Hezbollah conflict in Lebanon — along with a full lifting of the U.S. naval blockade, removal of sanctions, and reopening of the Strait of Hormuz under Iranian management. Nuclear-related issues would be deferred to a later phase of negotiations rather than addressed upfront.

President Donald Trump previously rejected a similar offer as “TOTALLY UNACCEPTABLE,” stating Iran continues to “play games” after nearly 50 years of broken promises.

The lack of movement on verifiable limits to Iran’s nuclear enrichment, its ballistic missile program, or support for regional proxies has led administration officials to conclude Tehran is not yet negotiating in good faith. The U.S. has maintained that any final agreement must include ironclad, verifiable restrictions on Iran’s nuclear ambitions and an end to destabilizing activities.

The naval blockade remains fully in effect, severely restricting Iran’s oil exports and costing the regime hundreds of millions of dollars daily. Indirect talks facilitated by Pakistan continue, but progress has stalled. Trump has repeatedly warned that the ceasefire is on “life support” and that further provocations will be met with overwhelming force.

Gulf allies have urged caution to avoid broader regional escalation and oil price spikes, but the administration shows no signs of easing economic pressure without substantial Iranian concessions. No new round of talks has been scheduled.
