Federal and State Agents Execute Search Warrants at Multiple Twin Cities Sites in Ongoing Minnesota Medicaid Fraud Probes
Federal and state agents executed search warrants at Twin Cities autism providers Iska Inc. and Bright Horizon Therapy Center—sites that billed tens of millions in Medicaid—plus other locations in Rochester. No charges announced yet; investigation continues.

Federal and state law-enforcement agencies executed court-authorized search warrants at multiple locations in the Twin Cities metro area and Rochester on Thursday as part of ongoing investigations into fraud in taxpayer-funded programs. The FBI Minneapolis office stated that it conducted the activity with federal and state partners “to protect communities from fraud” and “safeguard public resources.”
Minnesota Attorney General Keith Ellison’s Medicaid Fraud Control Unit participated in two of the searches, at entities providing autism services and other Medicaid-funded care. Those sites were identified as Iska Inc. in St. Louis Park and Bright Horizon Therapy Center in Edina. Investigators from the unit worked alongside the U.S. Department of Health and Human Services Office of Inspector General and the FBI. Ellison said his unit is “both effective and aggressive” and will continue holding fraudsters accountable without fear or favor. A spokesperson for the attorney general’s office noted that other locations were searched outside the unit’s Medicaid-fraud authority.
Additional agencies involved in the Thursday activity included the IRS Criminal Investigation division, U.S. Postal Inspectors, and the Minnesota Bureau of Criminal Apprehension. Rochester police confirmed they assisted the FBI in executing search warrants at multiple locations in that city. No arrests or charges were immediately announced in connection with the Thursday warrants. The FBI described the matter as an active investigation and provided no further details.
State Department of Human Services data reviewed by local outlets show the scale of Medicaid payments to the two autism providers. Iska Inc. received more than $16.7 million for autism services between 2018 and 2025. Bright Horizon Therapy Center received nearly $17.7 million from 2020 to 2025. Bright Horizon’s billing rose from less than $200,000 in 2020 to more than $7.5 million in the most recent year reported. Both businesses also billed for other Medicaid services in addition to Early Intensive Developmental and Behavioral Intervention (EIDBI) autism services. Iska had previously received a failed site visit and a correction order from the state in 2024.
The Thursday activity continues a series of multi-agency actions examining large-scale fraud in Minnesota programs. In April 2026, federal and state authorities executed 22 search warrants in Minnesota, including at childcare centers and autism providers, as part of investigations that the Department of Homeland Security described as targeting “the rampant fraud of U.S. taxpayer dollars.” Those earlier warrants followed the Feeding Our Future case, a scheme involving roughly $300 million in federally funded child nutrition programs. Federal prosecutors have charged nearly three dozen people since late 2025 in Medicaid-related cases that grew out of that investigation. One alleged autism-program scheme alone involved claims that surged from roughly $600,000 in 2018 to more than $400 million by 2025, according to the Justice Department.
In the days surrounding the Thursday searches, federal officials announced additional charges. FBI Director Kash Patel and Treasury Secretary Scott Bessent highlighted four arrests connected to alleged theft of about $41 million from federal health programs, with indictments covering healthcare fraud and conspiracy counts at autism and home-care providers. Patel stated that authorities executed 17 search warrants in a single day in connection with a 26-count indictment. Minnesota’s autism intervention program and other Medicaid services have been focal points of these probes.

Ellison’s office has reported that its Medicaid Fraud Control Unit has secured more than 350 convictions since 2019, resulting in $90 million in judgments and recoveries. The unit receives the majority of its funding from the federal government. Minnesota Department of Human Services officials have stated that they shut off payments and refer cases when evidence of fraud appears. Federal authorities have not publicly detailed the full scope of the current investigations or released charging documents tied specifically to the Thursday warrants at Iska and Bright Horizon.
