FBI Reveals Extensive Pre-Planning in Dallas ICE Shooting Investigation

September 25, 2025 - FBI Director Kash Patel announced Thursday that investigators uncovered evidence of significant pre-attack planning by Joshua Jahn, the 29-year-old suspect in Wednesday's fatal shooting at a Dallas Immigration and Customs Enforcement facility.
Patel detailed the findings in an X post, stating that FBI teams in Dallas and headquarters analyzed seized devices, data, and writings from Jahn's residence and personal items. Key evidence includes Jahn's download of a document titled "Dallas County Office of Homeland Security & Emergency Management," which lists Department of Homeland Security facilities.

From August 19 to 24, Jahn searched apps tracking ICE agent locations. Between September 23 and 24, he conducted multiple searches on ballistics and the "Charlie Kirk Shot Video." A recovered handwritten note stated: "Hopefully this will give ICE agents real terror, to think, 'is there a sniper with AP rounds on that roof?'"
Patel described the accumulated evidence as indicating a "high degree of pre-attack planning," with further updates forthcoming.
The September 24 incident at the ICE field office on North Stemmons Freeway involved Jahn firing a rifle from a nearby rooftop into a sally port and detainee transport van, killing one detainee and critically injuring two others before his suicide. No ICE agents were injured. Ammunition at the scene bore "anti-ICE" markings, as confirmed by Special Agent in Charge Joe Rothrock.
Acting ICE Director Todd Lyons placed all ICE facilities on heightened alert following the attack. The FBI continues to investigate Jahn's motive, with no additional suspects identified.
