Ex-Obama Intel Official Reports 2020 Hunter Biden Laptop Letter as Potential Coordinated Deception Operation, Referred to DOJ

Washington, D.C. – A former senior intelligence official who served as advisor to the Deputy Director of National Intelligence during the Obama administration has filed a formal complaint asserting that the October 19, 2020, public letter signed by 51 former intelligence officials displayed hallmarks consistent with a coordinated intelligence deception operation targeting the American public.
Thomas Kuhns submitted the detailed memo to the Intelligence Community Inspector General (ICIG) in February 2026. The ICIG has since referred the matter to the Department of Justice Inspector General for further review.
Kuhns, a career intelligence professional focused on analytic integrity standards, conducted a line-by-line review of the letter. He concluded its planning, drafting, and dissemination involved selective information, key omissions, extensive coordination among trained professionals, and invocation of authority without independent verification.
The original letter claimed the New York Post’s reporting on Hunter Biden’s laptop contained “all the classic earmarks of a Russian information operation.” It was drafted at the request of Biden campaign advisor Antony Blinken by former CIA Acting Director Michael Morell, who later admitted the goal was to assist then-candidate Joe Biden during the presidential debates. None of the signatories, including James Clapper, John Brennan, and Leon Panetta, sought confirmation from the FBI, which had possessed the laptop since December 2019.
Kuhns emphasized in his memo that the assessment relied solely on intelligence tradecraft frameworks for identifying politicization, bias, and misuse of analytic standards—not partisan motives. “This assessment is not a political statement,” he wrote. “It is based on the research and analysis of testified behavior, language choices, omissions, coordination, and effects attributable to intelligence tradecraft.”
The laptop’s contents have been independently verified as authentic by multiple investigations, with no evidence found of Russian disinformation. Subsequent congressional probes confirmed coordination between the Biden campaign and letter organizers.
The ICIG notified Kuhns of the referral on May 29, 2026. The office stated it refers matters involving potential law enforcement interests to appropriate partners while protecting whistleblower protocols.
This complaint revives scrutiny over efforts to shape public perception of the Hunter Biden story weeks before the 2020 election, when social media platforms and mainstream outlets heavily suppressed the New York Post reporting citing the letter.
