DOJ Charges Four More Noncitizens in Pennsylvania with Illegal Voting and Fraudulent Registration
Four more noncitizens, including two illegal aliens, face federal charges for registering or voting in Pennsylvania elections in 2022 and 2024.

The U.S. Attorney’s Office for the Eastern District of Pennsylvania announced charges Thursday against four noncitizens for election-related crimes involving illegal voting or fraudulent registration.
Two of the defendants are illegal aliens. Cliff Sanon, 39, a Haitian national living in Philadelphia, faces one count of submitting a fraudulent voter registration application. Prosecutors allege he filed the application in February 2026 ahead of the May primary and that it was one of eight fraudulent applications he submitted. He also allegedly voted in the November 2022 election.
Dilea Ochoa-Perez, 43, a Mexican national living in Coatesville, Chester County, is charged with two counts of voting as an alien for the November 2022 and November 2024 general elections.
Sade Guppy, 37, a lawful permanent resident from Trinidad and Tobago living in Philadelphia, faces one count of voting as an alien in the November 2022 election. Eduardo Gallardo Maldonado, 66, a Mexican national and lawful permanent resident also of Philadelphia, is charged with one count of voting as an alien in the November 2024 election.
U.S. Attorney David Metcalf said: “Our sovereignty as a nation belongs to the American people and no one else. Anyone, including illegal aliens, who votes illegally in our elections will be prosecuted for corrupting our democracy.”
The cases form part of the Trump administration’s broader midterm enforcement push against noncitizen voting. Earlier this month the Justice Department charged additional Pennsylvania residents, including a U.S. citizen and his noncitizen wife, in related matters. Nationwide, federal authorities have brought charges against dozens of individuals in multiple districts for unlawful voting, false citizenship claims, and related offenses.
If convicted, the defendants face potential prison time, supervised release, and fines. The charges are accusations; defendants are presumed innocent until proven guilty.
