Chicago Plumbing Firm Shuts Down, Lays Off Dozens After $4 Million Shortfall on Obama Presidential Center Work

A longtime Chicago plumbing contractor has suspended operations and laid off roughly 25 union workers after reporting nearly $4 million in losses tied to its work on the Barack Obama Presidential Center, leaving the small firm on the brink of collapse weeks after the high-profile campus opened to the public.

Adamson Plumbing Contractors, owned by Mike Owen and operating in the Chicago area, performed extensive plumbing work as a subcontractor on the $850 million privately funded project in Hyde Park. Owen has said the company absorbed heavy costs from repeated delays, more than 100 change orders, design revisions, labor overruns, and shifting demands over several years. Negotiations with Lakeside Alliance, the joint-venture construction manager that includes Turner Construction and several local firms, ultimately reached a standstill.

Owen told reporters the financial strain forced difficult decisions. “Laying off close to 30 people is something that no owner in our industry wants to do. It’s a hard thing to do, especially when you know you can finish them and the company can still make money. But we were put in a pretty bad corner,” he said. The firm filed a $1.72 million mechanic’s lien against the property and has consulted attorneys while abandoning about half a dozen other construction jobs to stem further losses. Operations were suspended around late June, shortly after the center’s public opening on June 19, 2026.

The Obama Foundation has stated that it paid Lakeside Alliance in full under its contract and has no direct contractual relationship with individual subcontractors. Lakeside Alliance has indicated it remains committed to resolving outstanding issues with trade contractors. Similar payment complaints have surfaced from other subcontractors on the project, including minority-owned firms, who have described breakdowns in communication, unpaid change-order work, and cash-flow pressure that threatened their businesses in the final stages of construction.

The Obama Presidential Center, funded entirely through private donations totaling about $850 million, was intended in part to create economic opportunity for local and minority contractors. Instead, several trade firms report they are still pursuing unpaid invoices months after completing their scopes of work. Some have weighed additional liens or legal action. Owen’s case stands out because the scale of the shortfall relative to the size of his company left him with no viable path to continue operating.

Construction industry observers note that large institutional projects frequently generate disputes over change orders and payment timing, particularly when schedules slip and scopes expand. In this instance, the combination of prolonged delays and the volume of directed changes appears to have left smaller subcontractors carrying significant uncompensated costs. Adamson Plumbing’s suspension of operations marks one of the more severe outcomes reported so far, eliminating jobs for dozens of union tradespeople and removing a local contractor from the Chicago market.

As the Obama Center begins its public life as a cultural and educational destination, the unresolved payment claims from the firms that helped build it continue to draw attention to the financial risks shouldered by smaller subcontractors on major projects. Owen’s company is no longer performing work, and the status of any remaining recovery efforts remains in the hands of ongoing discussions and potential legal proceedings.
