California Lets New Voters Register Without a License or SSN — Then Accepts Gym and Insurance Cards at the Polls

California’s live voter-registration form still lets an applicant check that they have neither a California driver’s license or state ID nor a Social Security number. Official Secretary of State guidance says those first-time federal voters who registered by mail or online without those numbers may then present a wide list of documents at the polls, including a health-club card, insurance card, student ID, bank statement, or other commercial or government papers. Most Californians are not asked for any ID. The rules are not a new statute. They implement the federal Help America Vote Act and California Code of Regulations section 20107. The form and the poll list are current as midterm registration proceeds.

State materials tell applicants they “must provide” a California license or ID number, or the last four digits of a Social Security number if they have no California ID. “If you don’t have either, you can still register. You’ll be assigned a unique identifier to validate your registration.” License numbers are matched to DMV records and Social Security digits to SSA records when provided. Unique identifiers are handled by election officials. Registration requires an attestation, under penalty of perjury, that the applicant is a U.S. citizen, a California resident, old enough to vote, and not barred by felony prison or a court finding of mental incompetence. HAVA requires first-time voters who register by mail (California treats online the same way) without a driver’s-license number, state ID number, or the last four SSN digits to show identification before voting in a federal election. The Secretary of State’s site states that in most cases a voter is not required to show identification. ID may be requested only if all of the following apply: first federal election, registered by mail or online, and no CA ID or SSN on the form. Poll workers may request it only if the voter list flags the requirement. A July 2026 SOS flyer and an April 2026 county-clerk memo repeat that sequence.

When ID is required, section 20107 says proof “shall be liberally construed” and that doubt should be resolved in favor of a regular ballot. Photo identification may be any “current and valid photo identification provided by a third party in the ordinary course of business that includes the name and photograph,” including a driver’s license or ID of any state, passport, employee ID, “identification card provided by a commercial establishment,” credit or debit card, military ID, student ID, “health club identification card,” insurance-plan identification card, or public-housing ID. Non-photo documents that include name and address and are dated since the last general election include a utility bill, bank statement, government check or paycheck, government-issued document, sample ballot, voter notification card, lease, tuition bill, and insurance or drug-discount cards issued by a governmental agency. The official voter-information guide states that photo ID is not required, “it’s just one of many valid options,” and that ID “does not need to show your address or be government-issued.” A health-club card is on the regulation’s photo list. It is not the document used to complete the registration application; it is an accepted poll document for the HAVA first-time subset. Voters who do not produce a listed document may still cast a provisional ballot. Conservatives circulating screenshots this week of the “no ID” and “no Social Security number” boxes are describing that live form and that list. California is not a strict voter-ID state. The midterm registration window is open under those published rules.
