Bessent Launches “Operation Economic Outcast”: Trump’s Full Economic D-Day Hits Iran and Its Global Enablers

Treasury Secretary Scott Bessent announced Monday the formal start of Operation Economic Outcast, describing it as an unprecedented campaign to sever every remaining revenue lifeline sustaining the Iranian regime and the Islamic Revolutionary Guard Corps.
Speaking at the Treasury Department, Bessent said the United States is launching “an economic onslaught against Iran’s financial connections around the globe” at President Trump’s direction. He framed the effort as the economic counterpart to earlier military pressure, likening it to D-Day and calling it the single greatest financial offensive ever marshaled against an adversary. “Our objective is to sever every economic lifeline that sustains this tyrannical regime until Tehran stands alone,” Bessent said.
The package expands secondary-sanctions risk across five sectors the administration identified as Iran’s remaining lifelines abroad: digital assets, technology, gold, aviation and shipping. Anyone facilitating Iranian oil sales, nuclear or missile procurement, or cyber operations now faces accelerated exposure to U.S. penalties, including removal from the dollar system. Bessent said Treasury has “mapped every node, every facilitator, and every network” used to smuggle oil and evade prior sanctions and will enforce a “zero-leakage approach.”
The Office of Foreign Assets Control simultaneously designated more than 60 entities, individuals and vessels operating in the United Arab Emirates, Hong Kong, China, Singapore, Switzerland, Europe and elsewhere. Those targets are accused of enabling illicit nuclear and missile technology procurement, cyber operations and oil-revenue generation for the regime. Treasury also suspended certain general licenses that had allowed limited remittance payments and Iranian access to U.S. cultural and academic institutions.
Bessent presented Iran with a binary choice: complete global isolation and a subsistence economy, or a path back toward normal economic engagement. He said President Trump is personally calling world leaders with specific requests to cut remaining ties, and that every country has a defined timeline to shut down identified activities. “If they do not take action, we will do so unilaterally,” he said. Asked about Chinese banks that handle Iranian oil, Bessent replied that “no one is above the reach of U.S. sanctions.”
Trump declared on social media that Iran is “completely collapsing.” The announcement follows weeks of buildup in which the president and Bessent previewed “economic D-Day” after military operations and a naval blockade had already driven Iranian oil exports near zero and produced record currency weakness. Iranian Parliament Speaker Mohammad Bagher Qalibaf recently warned that military strength cannot sustain the state if the people go hungry—an unusually blunt admission from a senior conservative figure.
The administration has described the campaign as a shift from kinetic pressure to total economic isolation rather than an immediate return to large-scale strikes. Bessent said the effort “will not end until this regime stands alone.” Implementation and enforcement against major trading partners, particularly those handling Iranian oil, will determine how quickly the remaining gray-market networks close.
