U.S. Attorney for the District of Arizona Timothy Courchaine confirmed Friday that his office is investigating reports about “three non-profit organizations registering non-citizens to vote in Arizona.” The groups named are Stand Indivisible Arizona, Worker Power, and When We Count. Courchaine’s office sent letters dated October 26 to Arizona Secretary of State Adrian Fontes and Maricopa County Recorder Justin Heap citing “written and video reports” that personnel acting on behalf of the three groups “either intentionally disregarded or were recklessly ignorant of” Arizona law barring registration of noncitizens.

Courchaine asked the officials to review registrations submitted by the groups. “On the eve of an important midterm election, the District of Arizona reminds the public that voting is limited solely to U.S. citizens,” even if a noncitizen has “legal authority to be in the country on a visa or as a legal permanent resident,” he stated. Knowingly causing another person to be registered to vote while knowing that person is not entitled to do so violates federal law.

The investigation was referred to the FBI. The letters and public statement emphasize that noncitizens—including lawful permanent residents—are ineligible to vote in federal elections.

The announcement comes days before the November 3 midterms, during a period of heightened federal and state scrutiny of voter-roll accuracy and noncitizen participation. Courchaine’s office said it will continue to pursue credible information that deceives voters.
