192 House Democrats Refuse to Condemn Socialism as GOP Resolution Passes 220–192

The House on Tuesday adopted H.Res. 1490, a nonbinding resolution sponsored by Rep. Jeff Crank (R-Colo.) that “condemns and denounces socialism in all its forms, including the Democratic Socialists of America,” opposes implementing socialist policies in the United States, reaffirms support for “free, fair, and secure elections,” calls for enactment of the SAVE America Act, and states that American elections are for American citizens. The roll call was 220–192, with two members voting present (Roll No. 289). Every voting Republican supported final passage. Eight Democrats joined them: Kathy Castor (Fla.), Henry Cuellar (Texas), Vicente Gonzalez (Texas), Darren Soto (Fla.), Jared Golden (Maine), Marie Gluesenkamp Perez (Wash.), Don Davis (N.C.), and Gabe Vasquez (N.M.). Chrissy Houlahan (Pa.) and Maggie Goodlander (N.H.) voted present. Minority Leader Hakeem Jeffries, Whip Katherine Clark, and Caucus Chair Pete Aguilar voted no, as did 192 Democrats in total. Eleven Democrats did not vote.

The resolution would not have reached the floor without an earlier procedural vote. Five Republicans—Andy Harris (Md.), Clay Higgins (La.), Ralph Norman (S.C.), Chip Roy (Texas), and Pete Sessions (Texas)—opposed the rule that bundled H.Res. 1490 with other bills. Golden and Gluesenkamp Perez crossed over; the rule passed 209–208. Jeffries, Clark, and Aguilar later called that “a significant breach of trust” that “necessitates a serious response” and referred the pair to the Committee on Caucus Rules. Both represent districts President Trump carried in 2024; Golden is not seeking reelection. Moderates including Josh Gottheimer (N.J.) had sought a Rules Committee amendment to strip SAVE Act language while keeping the anti-socialism clauses; the committee did not make that amendment in order. Jeffries said he opposed the resolution because it “explicitly calls for enactment of the so-called SAVE America Act.” Houlahan said she voted present because she had already backed a prior resolution condemning authoritarian socialist regimes and already opposed the SAVE Act. Majority Leader Steve Scalise said the measure also denounced “the idea of people that aren’t American citizens voting in our elections, because that’s part of their platform.”

Crank, whose first House-passed measure this is, said on the floor that DSA platforms include abolishing the Senate, open borders, defunding police, and noncitizen voting, and that “10–15 years ago, a resolution like this would’ve passed the House unanimously.” The text recites that socialism has led to famine and mass murder and “the killing of over 100,000,000 people worldwide,” and notes that since the November 2025 election of New York City Mayor Zohran Mamdani, DSA-affiliated candidates have run in more than 100 elections in at least half the states. It highlights DSA positions on noncitizens and incarcerated people voting. The SAVE America Act would require proof of citizenship to register for federal elections; it has passed the House previously and remains stalled in the Senate. The resolution is not binding law. The vote came about 60 days before the midterms.
